OPPAGA stands for the Office of Program Policy Analysis and Government Accountability, which is a research arm of the Florida Legislature that conducts evaluations of state programs and policies. In 2008, OPPAGA conducted a study on the effectiveness of public adjusters in the insurance claims process. The study found that policyholders who hired public adjusters to represent them in the claims process received significantly higher payouts from their insurance companies compared to policyholders who did not use public adjusters.

 

The study analyzed 76,321 insurance claims filed with Citizens Property Insurance Corporation, a state-run insurer in Florida. It found that policyholders who hired public adjusters received an average payout that was 747% higher than the payout received by policyholders who did not use public adjusters. The study concluded that public adjusters can be effective in maximizing the payouts that policyholders receive from their insurance companies, and that their services can be particularly valuable in complex or high-value claims.

Common Types of Damage

Hurricane-

According to a 2020 study by United Policyholders, a non-profit consumer advocacy group, nearly one-third of homeowners affected by hurricanes Harvey, Irma, and Maria in 2017 reported being underpaid by their insurance companies. The study found that many insurance companies used tactics such as delaying payment, disputing claims, and offering settlements that were significantly lower than the actual cost of the damage. The study also found that many policyholders were unaware of their rights and the resources available to them for appealing underpaid claims. These findings highlight the importance of working with a public adjuster or other qualified professional to ensure that hurricane claims are properly documented and compensated.

Fire-

According to a 2018 report by the Consumer Federation of America, fire claims are frequently underpaid by insurance companies, and policyholders often receive only a fraction of the actual cost of the damage. The report found that insurance companies paid out an average of only 60 cents on the dollar for fire claims, leaving policyholders to cover the remaining costs out-of-pocket. Additionally, smoke damage is often overlooked by insurance companies, leaving policyholders with the burden of cleaning up and restoring their homes and belongings at their own expense. These findings highlight the importance of working with a public adjuster or other qualified professional to ensure that fire and smoke damage claims are properly documented and compensated.

Flood-

While FEMA is responsible for providing financial assistance to homeowners and businesses affected by natural disasters, including floods, there have been instances of flood claims being underpaid. According to a 2019 report by the National Flood Insurance Program, FEMA underpaid policyholders by an average of $20,000 per claim for Hurricane Harvey, which struck Texas in 2017. Additionally, a 2018 report by the U.S. Government Accountability Office found that FEMA's appeals process for underpaid flood claims was not transparent and could be improved to ensure that policyholders receive fair compensation. These findings underscore the importance of working with a public adjuster or other qualified professional to help ensure that flood claims are properly documented and compensated.
